What does it mean when a woman covers her cleavage? For a woman to cover her cleavage means two things. She is not comfortable showing it, or she is not safe. In other words, modesty is a virtue to be cultivated. It does not mean thinking less of yourself or avoiding situations that challenge the virtue of modesty.
In the Western culture, breasts are almost invariably pictured in advertisements, resulting in confusion and nervousness when breastfeeding in public. Many women feel uncomfortable breastfeeding in public, but the reality is quite different. Women worldwide feel better about breastfeeding when their breasts are covered.
